Transforming Rural Water Access in China

In Fuping County, Shaanxi Province, at Zhao Gong Central Primary School, the daily routine of children has changed since the school bell rings at break time. The "Water Drop Project" chose rural schools as its starting point, not by chance. Schools are important public spaces in rural communities, and the water safety of students carries special sensitivity and demonstration value. In the two pilot schools in Fuping County, the Polygon保利管道 project team installed not only PP-R antibacterial pipes and five-stage reverse osmosis drinking water equipment but also a comprehensive sustainable water solution.

Real-life scenario of rural drinking water

To understand the value of the "Water Drop Project," it is necessary to consider it in the context of China's rural water safety. According to the Ministry of Water Resources, as of the end of 2023, the national rural tap water coverage rate has reached 90%, and the rural centralized water supply rate has reached 89%. This means that basic water supply coverage is quite extensive, but the quality guarantee of the "last mile" of water remains a challenge.

The World Health Organization's research shows that even in areas with high water supply coverage, fluctuations in terminal water quality can still affect water safety. These fluctuations may arise from pipeline aging, seasonal water quality changes, or inadequate management and maintenance. Particularly in schools and other key places, ensuring stable and reliable safe drinking water is of greater importance than in general households.

Against this backdrop, projects like the "Water Drop Project" offer a complementary approach: on the basis of the existing public water supply system, additional terminal purification guarantees are provided for key places, forming a "double insurance" mechanism. This respects the value of existing infrastructure while addressing specific needs.

Path to practicing technology for good

Polygon保利管道 positions the "Water Drop Project" as a specific practice of "technology for good." The project team did not simply apply standardized water purification solutions but customized designs based on local water quality conditions and climatic characteristics. At the same time, the "Water Drop Project" also launched the "Water Baby's Wonderful Journey" fun class, integrating health drinking water knowledge into campus education. This "hardware + software" combination enhances the sustainability of the project. When teachers and students understand why safe drinking water is needed, how to maintain drinking water equipment, and how to cherish water resources, the impact of the project goes beyond the lifespan of the equipment itself.

Deep challenges of sustainability

Any public welfare project will face a fundamental issue: how to sustain the achievements after the end of external support. The "Water Drop Project" considered this challenge from the outset. The equipment used in the project not only adapts to local conditions but also focuses on ease of maintenance and cost control, reducing the long-term maintenance burden on schools.

A deeper level of sustainability depends on the effective connection between the project and the local system. Fortunately, the "Water Drop Project" was implemented at a time when the Ministry of Water Resources was vigorously promoting the "county-level unified management" reform of rural water supply. This policy orientation creates conditions for integrating public welfare projects into local management systems. When corporate public welfare projects and public policies move in the same direction, a synergistic effect of "1+1>2" may be achieved.

The 2025 work focus of the Ministry of Water Resources explicitly states that it is necessary to promote the transformation of rural water supply from "access to water" to "access to good water." This transformation requires not only policy and financial support but also technological innovation and social participation. In Zhao Gong Central Primary School, a teacher described the change: "Before, the children's drinking water problem was a big issue, but now it has become the most natural thing." The value of the "Water Drop Project" is not only that it solves the drinking water problems in two schools but also that it provides a sample that can be observed and analyzed. As China's rural revitalization strategy is further deepened, more explorations like the "Water Drop Project" will emerge.
